Abstract The Norwegian census, which was run in November 2001, asked about the composition of the households and about the standard of peoples' dwellings. The answers could be given in a mailed paper questionnaire or from an Internet site. Dependent on the web browser the respondent used, the Internet respondents were either directed to a simple electronic copy of the paper form or to a more advanced and dynamic version of the questionnaire. Hence one paper version and two web versions of the questionnaire were used. In this paper we will focus on two kinds of mode effects in this design. First we will try to identify how the user friendliness and quality controls of the different data collection instruments affected the item nonresponse and data quality of the answers. Secondly will study how Internet availability and computer competence and interest affected the composition, and probably also the response behavior in the respondent groups who chose to answer the questionnaire by the different modes available. Finally we will discuss what may be the outcome of the interaction between these two kinds of mode effect.
