Abstract Slovenia is one of the most developed countries with respect to mobile phone penetration. In addition, in 2003, the trend of declining fixed telephone coverage also accelerated, similar to some other European countries. In 2003 more than 7% of the households were available only over the mobile telephone, while mobile phone penetration surpassed 80%. Even with this relatively small non-coverage, the potential bias is considerable, because the mobile only segment is very specific. As an example, the paper discusses the potential bias in the estimates of the unemployment rate in the Slovene Labour Force Survey if one omitted the mobile only households. There the relative bias almost reaches the relative precision of the estimate, i.e. coefficient of variation. Should the trend of decreasing fixed telephone coverage continue, the telephone directory of private subscribers solely could not be used for the sampling frame for interviewing persons and households. At the end possible solutions of the problem are discussed.
Abstract - optional Slovenija je po razširjenosti mobilnih telefonov ena najbolj razvitih držav. Hkrati pa se je začela zmanjševati opremljenost gospodinjstev s fiksnimi telefoni - podobno kot v nekaterih drugih evropskih državah. V letu 2003 je bilo nekaj več kot 7 % gospodinjstev dosegljivih le preko mobilnega telefona, medtem ko delež gospodinjstev z mobilnimi telefoni presega 80 %. Čeprav je delež gospodinjstev, ki imajo le mobilni telefon razmeroma majhen, je potencialna pristranskost ocen precejšnja, saj je segment gospodinjstev, ki imajo le mobilni telefon zelo specifičen. Kot primer v prispevku obravnavamo potencialno pristranskost v ocenah stopnje brezposelnosti v Anketi o delovni sili, če ne upoštevamo gospodinjstev, ki imajo le mobilni telefon. Relativna pristranskost je skoraj enaka kot relativna natančnost ocene - koeficient variacije. Če se bo v prihodnje upadanje fiksnih telefonskih priključkov nadaljevalo, telefonskega imenika zasebnih telefonskih naročnikov (tj. fiksnih telefonskih številk) ne bomo mogli več samostojno uporabljati za vzorčni okvir pri anketiranju oseb in gospodinjstev. Na koncu prispevka obravnavamo možne rešitve problema.
