Abstract Similarities between dynamics of innovations and biological evolution call for suggesting 'innovation Darwinian' ('memetic') assumptions about IT (information technology) innovations. New IT innovation 'parasites' are created and spread globally much like Epidemic bacteria infections. The traditional ('Lamarckian') neo-institutional theory is therefore criticised. Data from a web survey among Swedish public and private organisations in 1999 are studied. The decisive role of the public sector in developing new IT is revealed, something often neglected in the debate on technological innovation, the role of competition and public ownership. Data also show that 'Lamarckian' IT strategies provide prerequisites for innovation-Darwinian IT evolution!
