Title 'Email for candidates' - Experiences with an Email-Survey among running candidates in a state election

Abstract The paper discusses how email surveys can be utilized in empirical research on parliaments and parliamentarians. The discussion is based on the general typology for surveys developed by Groves, i.e. the problems of sampling, coverage, response and measurement are included. Empirically, the paper is based on surveys among candidates running for a seat (Direktmandat) in the state legislatures of Baden-Württemberg and Rhineland-Palatinate. A total of 770 candidates were running in those elections. Due to extensive research it was possible to contact about 70% of these candidates by email. Of those, about 60% took part in our survey, which substantially covered the role the Internet plays in election campaigns nowadays. As it turned out, coverage, response and data quality were considerably good, which allows the conclusion that online research can be included in the standard tool box of empirical research on legislatures. An extension of the study is planned in the upcoming state election in Saxony-Anhalt in April 2002.
Abstract - optional Gegenstand des Beitrags ist die Frage, inwieweit Email-Befragungen in der empirischen Parlaments- und Abgeordnetenforschung eingesetzt werden können. Die Diskussion orientiert sich dabei an der von Groves entwickelten und allgemein auf Umfragen anwendbaren Typologie, folglich werden die Aspekte sampling, coverage, response und measurement thematisiert. Empirisch fußt der Beitrag auf Email-Befragungen, die anlässlich der Landtagswahlen in Baden-Württemberg und Rheinland-Pfalz unter Direktkandidaten durchgeführt wurden. Insgesamt 770 Kandidaten bewarben sich bei diesen Wahlen um eines der Direktmandate. Nach intensiver Recherche konnten rund 70% der Kandidaten per Email kontaktiert werden, von diesen wiederum nahmen rund 60% an der Befragung teil, die sich inhaltlich der Frage widmete, wie das Internet Wahlkämpfe beeinflusst. Es zeigte sich, dass sich die Ergebnisse hinsichtlich coverage, response und measurement sehr positiv gestalteten. Email-Befragungen können demnach in den Methodenkasten der empirischen Parlamentsforschung aufgenommen werden. Eine Erweiterung der Studie ist anlässlich der Landtagswahl in Sachsen-Anhalt im April 2002 geplant.
