Abstract

In this paper we make an attempt to quantify measures of “adequate” old-age provision that are not based on the assumption of a particular preference model. We do so by fielding a specifically designed module with the CentER Panel, an Internet panel which is representative for the Dutch population. Our findings suggest that sensible target “replacement rates” would lie between 70 and 100 percent. Minimum acceptable replacement rates decrease with income. They amount to about 75 percent for the bottom quintile and to 65 percent for the top quintile. We find only moderate amount of risk aversion, which suggests that many would be happy to benefit from substantial equity investments.
